According to the National Institutes of Health, more than 1 in 10 veterans who seek care from the U.S. Department of Veterans Affairs meet diagnostic criteria for a substance use disorder. NBC News' Aaron Gilchrist spoke with a veteran who created an app to help others stop relapses after recovering from PTSD and opioid addiction.
