The digitization of health records has been underway for some time, although significant progress must continue. The high quality of aggregated data becomes the basis for machine learning systems and assistive technologies, publicly available in the form of products, devices and services. Data quality and volume are necessary conditions for creating a thriving research, development and commercialization ecosystem.

Digital data ecosystems around health and medical records raise important topics around data collection, consent systems, data processing and analysis, data sharing, data security and the full range of issues related to data governance. This requires more robust conversations around responsible use of records, data privacy, and what action the data subject – the patient – has to control their data. Alongside data protection legislation, it is also necessary to consider whether targeted sectoral approaches should be adopted for the healthcare area.

The ABDM effort has spurred the development of a massive data-centric ecosystem, which, along with UHI, will enable research, discovery, and access to health services. Although the entry of private companies into this space is inevitable, the needs of the patient must be properly balanced with the requirements of other stakeholders in the ecosystem. The ability to take a strong data security stance that promotes data reuse and sharing while mitigating the risk of harm from data breaches is a high priority topic that requires experts in the field to come together to develop quickly adopted best practices, guidelines and protocols. .

This talk is an introduction to digitalization efforts and an overview of why digitalization is both important and complex. It is part of a series that will examine some of these challenges and bring together stakeholders to discuss how we can do better.
