Farmers face various risks that affect their income and their ability to innovate. Climate change is expected to increase risks and uncertainties in the agricultural sector. A holistic approach to risk management for resilience should take into account all factors that affect farmers' income in the face of weather, markets, disease or other shocks.

Agricultural risk management policies should focus on catastrophic risks that cause significant damage to many farmers, and on building the sector's capacity to prepare for and respond to risks in a wide range of future scenarios. As agriculture faces increasingly frequent and intense natural disasters, a shift from coping mechanisms to building resilience to risks will be particularly important. What can policymakers do?
