The STrategies for English Language Learning And Reading (STELLAR) and Learning Support Program (LSP) programs are implemented in Singapore schools to develop English literacy. STELLAR aims to teach our children the essential daily life skills of listening, speaking, reading and writing, enabling them to communicate effectively and confidently in the globalized world. For students who have low English literacy, LSP provides early intervention so they can catch up with their peers and access mainstream classroom learning.

The results of the 2011 Progress in International Reading Fluency Study (PIRLS) were encouraging. Singapore's students are among the best in the world and have made significant progress over time. The results also showed that the percentage of students who performed below or just reached the "low" threshold decreased from 24% in 2001 to 13% in 2011 and that the percentage of students who were "very highly proficient/ » doubled, from 12% to 24%. .
